Alabama ALL Kids (CHIP)

Last updated: October 18, 2026 · By O.B.

ALL Kids is Alabama's Children's Health Insurance Program (CHIP) coverage. It offers low-cost, comprehensive health coverage for eligible children in working families whose income is too high for Medicaid but who still need affordable coverage. It is administered by the Alabama Department of Public Health (ADPH).

What is ALL Kids?

ALL Kids provides comprehensive health coverage for eligible children, including doctor visits, immunizations, prescriptions, dental, vision, and hospital care. Costs are low-cost depending on family income.

Who is eligible?

ALL Kids is for children under 19 who live in Alabama, are U.S. citizens or eligible immigrants, have no other comprehensive health coverage (a separate dental or vision policy is fine), do not live in an institution, and are not covered by or eligible for Medicaid. Income is gross monthly household income. (Source: ADPH, "Does Your Child Qualify?" ADPH eligibility)

Change from October 1, 2026 for children who are not U.S. citizens: ADPH says a new federal law (Section 71109 of Public Law 119-21) limits federal funding for full ALL Kids and ALL Babies coverage to U.S. citizens and nationals, green card holders who have completed the five-year waiting period, Cuban/Haitian entrants, and citizens of the Marshall Islands, Micronesia or Palau living in the U.S. under the Compact of Free Association. Emergency Medicaid is one of the exceptions. A child who is a U.S. citizen may still qualify even if a parent is not. If you are unsure about your child's status, ask ALL Kids at 1-888-373-5437. If your income is in the Medicaid column, your child may qualify for Medicaid instead of ALL Kids (ALL Kids is for children who are not eligible for Medicaid). ADPH also says that even if your income falls outside these guidelines, your child may still be eligible, so apply if you are close to a limit. Only ADPH can decide eligibility, and only from a complete application.

Worked example

A family of 3 with gross income of $3,400 a month: $3,400 is above the Medicaid limit of $3,324 and inside the ALL Kids Low Fee range of $3,325 – $3,552, so the children may qualify for ALL Kids Low Fee. The same family at $5,000 a month falls inside the ALL Kids Fee range of $3,553 – $7,218.

Costs and coverage

  • Families pay a small yearly premium. It can be paid all at once or split into several payments, and it does not have to be paid in full before using the ALL Kids card. (Source: ADPH, Pay Your Premium)
  • Coverage lasts 12 months and must be renewed each year; it begins the first day of the month after the application is received. It ends when a child turns 19. There are no exclusions for pre-existing conditions. ALL Kids uses the Blue Cross Blue Shield of Alabama provider network. (Source: ADPH ALL Kids FAQ)

What we could not verify

  • The premium amount. ADPH's premium and FAQ pages say families pay "a small yearly premium" but we did not find the dollar amount published there, so we do not state one.
  • Medicaid limits by age. ADPH's chart shows a single Medicaid column. The Alabama Medicaid Agency sets Medicaid rules, and we have not verified whether any age group (for example infants) has a different Medicaid limit.
  • Percentages. ADPH's chart gives dollar figures only. By our own arithmetic, every figure in it matches 146% (Medicaid), 156% (Low Fee) and 317% (Fee) of the 2026 federal poverty guidelines — $15,960 a year for one person, plus $5,680 for each additional person (HHS, Federal Register, January 15, 2026: Federal Register). That is our calculation, not an ADPH statement; the dollar chart above is what ADPH uses.
